What is in the landlord letter pack
These letting agent templates are agent-branded letters from the first line. The pack is a set of editable documents. You add your logo, your name and your sign-off. Nothing goes out under our name unless you choose that.
- A first notice letter that explains the EPC C plan in plain English.
- A short email template for landlords who prefer messages by email.
- A follow-up email to send after a portfolio report.
- A reply note for landlords who ask about cost or grants.
- A one-page checklist you can attach to any of them.
The documents work best alongside the portfolio gap report, which tells you which landlords to write to first.
Which letter for which landlord
Different landlords need different messages. This table helps you choose.
| Landlord situation | Best message | Aim |
|---|---|---|
| Rental rated below E on the register | First notice letter, sent soon | Flag the rule in force today |
| Rental rated E or D | First notice letter, then follow-up email | Explain the C plan and funding |
| Rental already at C or above | Short reassurance email | Explain that the new certificate may still matter |
| No certificate found | First notice letter | Ask for the certificate or an assessment |
Choose the message by the band on the register, not by your guess. If the rating looks wrong, point the landlord to our independent EPC check.
Sample letter to landlords about EPC C
Copy and edit this sample. Replace each {field} with your own details.
Dear {landlord name},
We are writing about the energy rating of {property address}. The government has said it intends that rented homes in England and Wales must reach the equivalent of EPC C by 1 October 2030. This is confirmed policy, not yet law. Legislation is targeted for 2027.
The current rating on the register is {band}. The rule in force today is a minimum of E. The government plans a spending limit of £10,000 per property.
We would like to talk through your options. A free assessment can show what is needed and whether any grant applies. We will not arrange any work without your agreement.
Please reply to this letter or contact us on {agency email}.
Yours sincerely,
{your name and agency}
Sample landlord email template
This short email suits landlords who read messages on their phone.
Subject: Your rental at {property address} and the EPC C plan
Hello {landlord name},
Your rental is currently rated {band} on the EPC register. The government plans for rentals to reach the equivalent of EPC C by 1 October 2030. That is policy, not yet law.
You do not need to act today. A free retrofit assessment would show the likely cost and any grant you could use. Reply to this email if you would like us to arrange it.
Kind regards,
{your name and agency}
How to use the pack well
A few habits make your letters work harder and keep you safe.
Keep claims dated and labelled
Say whether a statement is in force, confirmed policy or proposed. Add the date you checked it. Our EPC C 2030 guide is a source you can link to.
Be open about any arrangement
In our pilot there are no referral fees. If you ever accept a fee for introducing a supplier, tell the landlord in writing before they decide.
Let the landlord choose
Present the free assessment as an option. Landlords are free to compare other providers.
Who delivers the work

Frequently asked questions
Is the letter pack free?
Yes, in the Greater Manchester pilot the pack is free to letting agents. There are no referral fees and no duty to use our retrofit service.
Can I put my own branding on the letters?
Yes. The templates are editable documents. You add your logo, wording and sign-off, and they go out under your name.
Do the letters say EPC C is law?
No. They describe it as confirmed government policy for 1 October 2030, not yet law. Legislation is targeted for 2027.
Do I have to use your assessment service?
No. The letters offer a free assessment as one option. A landlord can choose another provider.
Will you contact my landlords yourselves?
Not unless you ask us to, or the landlord asks for an assessment. We do not use your landlord list for prospecting.
How often will the templates be updated?
We review them whenever the rule or a grant changes, and at least every six months. Each version shows its date.
Can I add the cost of works in the letter?
We advise against quoting prices. Costs depend on a site visit. A free assessment gives the landlord a plan with a funding position.
