Landlord EPC C Greater Manchester: grants, charter and borough guides

Landlord EPC C Greater Manchester is our pilot region, because it has a grant and a landlord charter that no other part of England shares. This hub explains how the two fit together, compares the boroughs on one table and sends you to the guide for the borough where your rentals sit.
Last checked: 22 October 2026. EPC C by 2030 is confirmed government policy, not yet law. Legislation is targeted for 2027. Our EPC C 2030 guide has the full position.

Warm Homes Local Grant landlords can use across the region
One scheme covers all ten boroughs for rented homes. The Greater Manchester Combined Authority (GMCA) runs it, and applications go through its Retrofit Portal. A landlord's first property can receive up to £30,000, and later ones 50% up to £15,000.
The home must be rated D or E. The tenant household must pass an income or benefit test. Gas and oil boilers are not funded. Our Warm Homes Local Grant guide walks through every condition. For other schemes, see grants for landlords.
The Good Landlord Charter: the gate to the grant
Only landlords who support the Good Landlord Charter can use the privately rented grant route. GMCA launched the Charter in June 2025. Joining is free and begins with showing you meet your legal duties.
There are two levels. A Supporter has met the legal minimum and is working towards the criteria. A Member has met all of them. The standards number 21 across seven themes, including safe and decent, well managed and responsive.
GMCA reported on 12 March 2026 that over 100 landlords had signed up as Supporters. It says they cover about half of the region's rented homes. Our Good Landlord Charter guide explains how to join.
Greater Manchester landlord licensing varies by borough
There is no single regional scheme. Each council decides, so the rules change at a borough boundary.
- Manchester licenses targeted zones, with 1,863 homes added in February 2025.
- Salford runs two schemes, ending in 2027 and 2031.
- Oldham has a five-year scheme that began in July 2022.
- Bolton has agreed a borough-wide HMO licence for early 2027.
- Wigan says it has no selective licensing.
Each borough guide below sets out dates, wards and fees from the council's own pages.

Landlord EPC C Greater Manchester: what England-wide figures say
The English Housing Survey 2024 found 51% of privately rented homes in England at band C or above. It put the mean cost of reaching C at £7,040 for a private rental. That is a national mean, not a Greater Manchester figure, and the survey text gives no North West number.

Frequently asked questions
Is the Warm Homes Local Grant only for Greater Manchester landlords?
This version is. GMCA runs it for the ten Greater Manchester boroughs. Other councils run their own versions with different rules.
Do I have to join the Good Landlord Charter?
Only if you want the grant. GMCA makes Supporter status a condition for private landlords. Joining is free and voluntary otherwise.
Who regulates landlord licensing in Greater Manchester?
Each council sets its own schemes, as our borough guides show. Check the borough where your property sits.
Which borough guide should I read first?
Read the one where most of your rentals sit. If they are spread across several, start with the borough that has a licensing scheme.
Which areas are covered?
All ten Greater Manchester boroughs have a guide. Manchester also has neighbourhood pages, and 14 North West councils have their own.
Is EPC C by 2030 law yet?
No. It is confirmed government policy, with legislation targeted for 2027. Our EPC C 2030 guide tracks the status.
