Grants for Greater Manchester landlords
Most of the journey to EPC C can be part- or fully-funded. Here is the funding picture for private landlords in Greater Manchester — what each scheme covers, who qualifies, and how it stacks up against the £10,000 cost cap.

Warm Homes: Local Grant
Delivered locally across Greater Manchester, the Warm Homes: Local Grant funds insulation and low-carbon heating for eligible lower-income or lower-EPC households, including many in the private rented sector. For a landlord it can cover the bulk of a first property's fabric measures, with a contribution expected on some works.
ECO4 (until 31 December 2026)
The Energy Company Obligation (ECO4) funds insulation and heating in lower-rated homes and runs until 31 December 2026. It is a strong route for loft, cavity and wall insulation now, while it lasts — one reason acting early matters, as this funding will not be there indefinitely.
The Boiler Upgrade Scheme — £7,500
Replacing a fossil-fuel boiler with an air source heat pump attracts a Boiler Upgrade Scheme grant of £7,500, provided the work is designed and installed by an MCS-certified installer. It is most cost-effective once the fabric is sound — see air source heat pumps.
VAT relief on insulation
Qualifying energy-saving materials such as insulation are zero-rated for VAT until 31 March 2027, which reduces the cost of any measure you pay for yourself rather than through a grant.
How grants work with the £10,000 cap
Grant-funded spend and your own spend both count towards reaching EPC C, but the £10,000 cost cap limits what you must pay from your own pocket over any ten-year period. In practice, grants often mean you reach C well within the cap — and on a first property your contribution can be nil. The maths is set out in the cost guide.

Common questions
Can landlords get grants, or only owner-occupiers?
Landlords can access ECO4, the Warm Homes: Local Grant and the Boiler Upgrade Scheme for eligible properties; eligibility usually turns on the property's rating and the tenant's circumstances.
Will a grant cover the whole cost?
Often on a first property, yes — your contribution can be nil. On later properties or higher-cost measures a contribution may apply, but it stays within the £10,000 cap.
Do I have to repay a grant if I sell?
These are grants, not loans, for the measures installed; there is no repayment on sale. We confirm the terms of whichever scheme applies before any work starts.
How long will ECO4 last?
ECO4 runs until 31 December 2026, so insulation funded through it is best arranged sooner rather than later.
