EPC C by 2030: the complete guide for Greater Manchester landlords

Every privately rented home in England must reach EPC band C by 1 October 2030. This is the plain-English guide to what that means, what it costs, what help is available, and the order to do the work — written for landlords across Greater Manchester.

What the 2030 rule actually says

The government has confirmed that all privately rented homes must meet an EPC C standard by 1 October 2030. An earlier plan to phase it in — new tenancies from 2028, existing ones from 2030 — has been dropped in favour of a single deadline for every tenancy. The standard is also changing shape. Instead of one headline number, compliance is judged on a Fabric Performance metric (walls, roof, floors, windows and airtightness), which must reach band C, plus a second metric where you choose either your heating system or smart readiness. The practical effect: a warm, well-insulated home is now the core of the standard, which is exactly the fabric-first approach we plan around.

What it costs — and the £10,000 cap

Government's own estimate puts the average upgrade at around £5,400 per property, though it varies widely with the home's starting point. Your exposure is limited by a cost cap of £10,000 per property over any ten-year period; homes worth under £100,000 have a reduced cap of 10% of value. Qualifying spend is backdated to 1 October 2025, so work you do now counts. We break the numbers down in the cost guide.

Grants that cover the work

Much of this can be grant-funded. Eligible Greater Manchester properties are covered by the Warm Homes: Local Grant and by ECO4 while it runs (to 31 December 2026); heat pumps attract the Boiler Upgrade Scheme grant of £7,500; and qualifying insulation is zero-rated for VAT until 31 March 2027. The order to do the work

Fabric first, always. Insulate and draught-proof before you spend on heating or generation — it costs less, adds the most EPC points per pound, and the 2030 metric now rewards it directly. Penalties and exemptions

Common questions

Is EPC C by 2030 definitely happening?

Yes. The government confirmed a single EPC C deadline of 1 October 2030 for all privately rented homes in England, replacing the earlier phased dates.

What if it costs more than £10,000 to reach C?

You are not required to spend beyond £10,000 per property in a ten-year period. If you reach the cap without hitting C, you can register an exemption.

Can I still let a property rated D or below now?

Yes, until the deadline — but the direction is fixed, grants are time-limited, and installers get busier as 2030 nears, so acting early is cheaper and safer.

Does a gas boiler stop me reaching C?

Not on its own. Under the new metric a fossil-fuel heating system caps the heating route at band D, but you can meet the standard through strong fabric plus the smart-readiness route. An assessment shows the best path for your home.
