Electric heating in rented flats

Where electricity is the only heating, a gas boiler swap is not the answer. High heat retention storage heaters or a heat pump may suit, and the Warm Homes Local Grant covers low carbon heating but not boilers.

Read our heat pumps page and heating controls page before you choose. Flat landlords should also confirm freeholder consent for any external work.

Where north Manchester landlords should start

Begin with a list of your homes by ward, heating type and EPC band. Flats above shops and electric-only homes need different plans from gas-heated semis. A survey of each type tells you which measures lift the band and what they cost.

Keep records of every quote and refusal. They matter if you later rely on the cost cap or an exemption.

Grants, penalties and the cost cap

The Warm Homes Local Grant pays up to £30,000 on a landlord's first property and up to £15,000 on later ones, for homes rated D or E. Apply through the GMCA Retrofit Portal. See our grants for landlords guide.

Unlicensed letting in a zone can bring an unlimited fine or a civil penalty of up to £40,000, which rose from £30,000 on 1 May 2026. Spend since 1 October 2025 counts towards the £10,000 cap; see our cost cap guide.
